These shops focus on sweets the way a bakery focuses on bread and cakes.
The word can also refer to the sweets themselves. When someone says they bought confectionery at the mall, they mean candy or similar treats. A chocolate bar, a box of caramels, or a bag of hard candies would all be considered confectionery.
You might notice that confectionery is related to the word confection, which means a sweet food item made with sugar. Professional candy makers are sometimes called confectioners, and they practice the art of confectionery (in this case meaning the craft of making sweets).
