Effectively means in a way that produces the result you want or need. When a medicine works effectively, it actually cures the illness or relieves the pain. When you communicate effectively with a teammate, they understand exactly what you mean and can act on it.
The word focuses on real results, not just effort. You might study hard for a spelling test, but if you're not studying effectively (perhaps you're just reading the words instead of practicing writing them), you might still struggle. A soccer team that passes effectively moves the ball in ways that create real scoring opportunities, getting closer to the goal with each pass.
Something can work effectively even if it's not perfect. A simple bucket can effectively catch water from a leaky roof, even though it's not as good as actually fixing the roof. The key is whether it accomplishes what you need it to accomplish.
People also use effectively to mean “in practice” or “for all practical purposes.” If a library closes at 5:00 but stops letting people in at 4:45, it's effectively closed at 4:45, even if that's not the official time. When your teacher says “effectively, we have two weeks until the science fair,” she means that's the real deadline that matters, regardless of other details.
