Functionally means in a way that relates to how something actually works or performs, focusing on practical results rather than technical details or appearances.
When something is functionally identical to something else, it works the same way for all practical purposes, even if the two things look different or are built differently. A computer mouse and a trackpad are functionally identical: both let you move the cursor and click, even though they operate by completely different mechanisms.
The word often appears when people want to distinguish between theory and practice. A broken bicycle with flat tires might technically still be a bicycle, but it's functionally useless because it can't do what bicycles are supposed to do: carry you places. When a teacher says a student is functionally fluent in Spanish, she means the student can actually use the language in real situations, hold conversations, and read and understand Spanish in everyday contexts.
Sometimes functionally describes things that are close enough to count. If someone says a library is functionally closed when it's only open one hour per week, they mean it might as well be closed because those limited hours don't serve most people's needs. The word reminds us that what matters most is whether something accomplishes its purpose, whether it technically fits some narrow definition or not.
