The word suggests consistent behavior, not just occasional politeness. Someone might act polite when their parents are watching but be rude when they're not. That's not truly mannerly. A mannerly person treats the cafeteria worker with the same courtesy they show their teacher and speaks kindly to younger kids even when no adults are around.
