The word carries a sense of earned recognition. You become noted for something specific: someone might be a noted expert on butterflies or a noted pianist. It's more formal than just saying “famous.” While a celebrity might be famous for being on TV, a noted professor has built a reputation through years of solid work and accomplishment.
You'll often see noted in introductions: “We're pleased to welcome noted marine biologist Dr. Sarah Chen.” This tells you she's respected in her field before she even speaks. The word suggests that knowledgeable people have taken notice of her work and consider it valuable.
