In a way that is extremely or shockingly over the top.
Outrageously means in a way that is shockingly excessive, offensive, or beyond what seems reasonable. When something happens outrageously, it goes so far past normal boundaries that people can't help but notice and react.
If a restaurant charges outrageously high prices, they might ask $50 for a simple sandwich that normally costs $8. When someone behaves outrageously, they act in ways that shock or offend others, like throwing a tantrum in public or making wild accusations without any evidence. A comedian might dress outrageously to get laughs, wearing a purple wig, polka-dot pants, and a cape covered in bells.
The word carries a sense of going too far. An outrageously difficult test includes questions on material the teacher never covered, pushing beyond reasonable expectations. An outrageously funny joke makes you laugh so hard you can barely breathe. An athlete who performs outrageously well shatters records and leaves audiences amazed.
Outrageous (the adjective form) can describe things that are wonderfully extreme or terribly extreme, but it almost always means something has crossed a line from normal into territory that demands attention, whether that's attention from delight or from disapproval.
