Personnel refers to the people who work for an organization, company, or military unit. When a business talks about its personnel, it means all the employees who help run the operation: the cashiers, managers, warehouse workers, accountants, and everyone else on the payroll.
The word emphasizes people as members of a group rather than as individuals. A school principal might say “all personnel must attend the safety training,” meaning every teacher, custodian, secretary, and staff member needs to be there. Military commanders issue orders to their personnel. A hospital administrator worries about having enough medical personnel during flu season.
You'll often see the word in official contexts. Many organizations have a personnel department (now more commonly called human resources) that handles hiring, payroll, and employee records. Buildings might have signs reading “Authorized Personnel Only,” meaning only employees who work there can enter that area.
If someone asks “how many personnel does the fire department have?” they want to know the total number of firefighters and staff members employed there.
