Reachable means able to be gotten to or contacted. A town is reachable by car if you can drive there on existing roads. A person is reachable by phone if you can call them and they'll answer. The top shelf in your kitchen becomes reachable when you stand on a step stool.
The word combines two ideas: physical accessibility and the possibility of making contact. A mountain peak might be reachable only by experienced climbers with special equipment, while your best friend is probably reachable anytime you send a text.
A goal becomes reachable when you've worked hard enough that achieving it seems genuinely possible.
When something isn't reachable, you can't get to it with your current resources or abilities. An island without an airport or dock isn't easily reachable. A solution to a difficult problem might not seem reachable until you learn new skills or gain more experience. The opposite of reachable is unreachable or out of reach.
