Regarding means about or concerning a particular subject. When your teacher sends a note home regarding your science project, the note is about that project. When someone says “I have a question regarding the homework,” they're asking about the homework specifically.
The word helps direct attention to what you're discussing. In an email, you might write “Regarding your invitation to the party, I'd love to come!” to make clear right away what topic you're addressing. It's especially useful when you need to be precise about your subject, like “The principal made an announcement regarding the new lunch schedule.”
You'll often see regarding in more formal writing or speech.
