reprehensible
Very wrong behavior that deserves strong blame or disapproval.
Reprehensible means deserving strong criticism or disapproval because something is clearly wrong or harmful. When behavior is reprehensible, it crosses a line from merely bad or thoughtless into something that should be condemned.
If a student copies someone else's creative writing and claims it as their own work, that's reprehensible. It's deliberately dishonest in a way that harms another person. If someone spreads cruel rumors about a classmate to damage their reputation, that's reprehensible behavior. These actions deserve more than a raised eyebrow. They deserve serious disapproval.
The word carries weight. You wouldn't call forgetting your homework reprehensible, but you might use it for a business owner who knowingly sells dangerous products or a leader who betrays people's trust for personal gain. Reprehensible describes actions that violate basic standards of decency and fairness. When something is reprehensible, most people, regardless of their other disagreements, would agree it's wrong and unacceptable.
Notice that reprehensible focuses on the action itself, not always the person. Someone might do something reprehensible without being a completely terrible person, though repeated reprehensible behavior can certainly damage how others see you.
