Skimpy means barely enough, too small, or lacking in what's needed. When someone serves you a skimpy portion of dessert, you get just a tiny sliver instead of a proper slice. A skimpy allowance might leave you unable to save for things you want. When a book report feels skimpy, it means the writer didn't put in enough detail or effort to really explore the topic.
The word often suggests someone held back when they should have been generous. If you're building a sandcastle and use skimpy amounts of water, your sand won't stick together properly. A tent made with skimpy fabric might tear easily or let in too much cold air.
In general use, the word carries a hint of disappointment: something skimpy leaves you wanting more, not in a good way. When your friend promises to help with a project but gives only skimpy effort, barely contributing, you notice the difference between what they promised and what they delivered.
