To think over something means to consider it carefully before making a decision. When your teacher asks you to think over which book you want to read for your report, she's giving you time to weigh your options instead of choosing impulsively. When your parents say they need to think over whether you can go to your friend's sleepover, they're taking time to consider all the factors: your homework situation, how tired you'll be the next day, and whether they trust the other family.
Thinking something over involves more than a quick thought. It means turning an idea around in your mind, imagining different outcomes, and perhaps talking it through with others.
