Uncombed means hair that hasn't been brushed or neatly arranged. When you wake up in the morning with your hair sticking out in different directions, tangled and messy, that's uncombed hair.
The word describes the wild, natural state hair falls into when you don't run a comb or brush through it. Maybe you overslept and had to rush to school, or you were so absorbed in building something that you forgot to check a mirror.
