When something goes unpunished, it means no consequence or penalty follows a wrong action. If a student copies homework and the teacher never finds out, that cheating went unpunished. If someone breaks a rule but faces no detention, no scolding, and no loss of privileges, their rule-breaking went unpunished.
The word carries a sense that something should have been punished but wasn't. Maybe the wrongdoing wasn't discovered, or maybe someone who should have enforced consequences chose not to. When bullying goes unpunished, it can get worse because the bully learns they can get away with it. When crimes go unpunished, it undermines people's faith in justice.
Notice that unpunished doesn't mean the action was acceptable. It just means no punishment followed. A lie might go unpunished if nobody catches it, but that doesn't make lying right.
